Yes, dogs can testify against their owners, though they often need another human or several more animals to back them up. No, pets cannot choose a new family as it is the family's decision on whether or not to take in a particular pet.

what are the commission rates like? for someone who's leery to even click a furaffinity link... Ende was extremely cheap and was doing color pictures for 25 dollars each. Meanwhile, I have been doing a much more reasonable rate at 80-130 dollars for full color pictures, and I'm still far below mark...
