The saying itself comes from " A tall drink of water" which is kind of an old euphemism for saying someone's hot.
Spo saying "thimble of water" is more or less of a parody of the aforementioned phrase, because mice are tiny.

Which is why I had to switch to 'Pollicina', a reference to Thumbelina, since 'tall drink of water' has no equivalent in my language.

And Pollicina *was* cute for such a tiny lady

I almost laughed when I saw all the stuff inside that doghouse, and really DID laugh at Argent's comment! Charlie does indeed leave much to be desired with maintnance issues!

Don't worry, haven't seen a single episode of that show, myself, and quite honestly, not high on my list of priorities. He just seems like an incredibly popular character.
