Bailey left her scarf during her trasformation in the white avenger, and Joel wore it till his choice to stay a corgi.
When the battle in the desert was interrupted Bailey dismissed her armour, but retained her cape, being probably the only thing she has to wear.
In almost every strip from this moment is clearly waaay too big to be called a scarf.
So I think it is her cape
