Well, I've never really thought of Bino being the smartest dog, you know, seeing as he jumped off a building thinking he would get a prize, and numerous other examples of his stupidity... also, if Bino was smart, he'd realize that him being an arrogant jerk is the cause of all his problems!

Seeing the alt text made me think of Neil Cicierega's garbled version of that chorus. I think it went something like

...I listened to Mouth Silence way too much. I literally can't listen to any of the involved songs without my head replacing it with the Mouth Silence version.

Actually, I think that is a political cartoon rather than propaganda per se - note that it mocks the British guy as well (he's loudly saying "Who's afraid" while muttering "oh dear oh dear" under his breath, his sword sheath is tangled up with his legs, his pockets are full of smelling salts...)
