They often close off local roads to allow Fair traffic access to do what they gotta do. It's likely only a few roads would be closed for a day or more.

I am counting Tigers' "its not fair" as a pun because it means both fair(carnival) and fair(equal).
Why I must agree that fox looks great in a K-9 uniform.

Also I always thought the signs said "no through road" or "detour".

That's not what "NO THRU TRAFFIC" means.

The pizza guy can pass as long as he's delivering in the neighborhood, but he can't use the neighborhood as a shortcut.

If they're actually blocking traffic from the neighborhood, they should have "NO ENTRY" signs.

Their comparative sizes are closest in the middle panel. Left one, Fox is probably on a stepstool. Right one, it's clear Tiger is hoisting Fox up.

The fact that Sergeant Ralph has done nothing here suggested to me he's payed Tiger to hassle Fox in order to teach him stuff. Also, I'm not suprised that no one's stopping Tiger, he's a big scary cat.
