Marvin probably never seen Tiger take a deep breath before to eat something. It's more of a compliment. That, or he thinks Tiger stuffs food down all at once. In that case, he's berating him. X3

When someone is "inhaling" food, it means they're eating so fast that it looks like they're just breathing it in. Marvin hopes that Tiger is not actually inhaling the food, because then he's filling his lungs instead of his stomach.
