Seems like even Peanut is wondering what the heck is going on.

that last panel is gold because the only "we" is Peanut and that just means he was too lazy to redraw the panel, so he was going to try to make a believable reason for that pose. but then he got to it and couldn't think of anything so he just had "so it's come to this" moment.

Peanut is me. except he has more artistic talent. (though I'm sure I've run into similar situations while programming)

He’s running in the air,
He’s running in the sky, so blue.
Hook hand won’t get away, He’s really got time to do…
Spot’s running very fast
So fast he defies gravity
So he can be all that he can be…
He gave them odd round bombs;
Forgot all about the gun,
The fists are gonna fly, bad guys gonna run…
Villains look on open-mouthed,
As he crashes in
And no-one at all around to hear the pain begin…

I love how the baddies were busted for not having permits.

In those days, everyone was busted for not having permits. Worker clubs, Black priests...

Are those song lyrics when Spot's "collecting" the bombs? Because "cup of bomb" & "bombs your uncle" don't make any sense for me...

"Excuse me, neighbor, can I borrow a cup of sugar" is a tried and true method of plot advancement (though in the modern day it's usually not a cup of sugar).
Here's the TvTropes page for it, but be warned, it is a temporal black hole from which there is no escape!
"Bob's your uncle" is a British phrase similar to "et voilà" used to mean "there you go" as in "everything is good".

Oh, yes, sure! Thanks for the hint.

Ah, okay, never heard that. -- And then the comic is missing a '. :D
I understood bomb as a verb here - "Spot bombs the ninja's uncle" - didn't make much sense.

The parade moment. Eheh, I'd say that Spot (Superdog) is always somehow hypnotized, because of his behaviour. ;) Indeed, the spherical bombs look nice, but yes, Spot, probably you should foil that... :P Ahah, and by saying "punbs" (it stands for "bombs puns" ;)), you saved the governor. :D He's too much lucky, due to our hero Spot (Superdog). ;) Wait, they had guns? And why didn't they use them? Maybe it's because the hook-hand dog can't... handle them. Anyway, fail. :P Now go get them!
