those are the other K-9s commenting on fox's video. Generally, rookies are 'asked' to do things to prove their worthy in front of their seniors, happens very often in military. And in the canon comic, it was Kevin who once had called Fox 'rookie'

The impression I get is that this is video of Ralph's rookie days, probably something Fox turned up while he was in training. It's like finding a video of your father wearing sunglasses, beads, a loincloth, and flashing a peace sign.
