By taking off their collars he made them "ferals" for a moment. Thus they weren't pets, thus the rule didn't apply to them.

Well there's two jokes.
1.) Mr. Sandwich got around the "no pets without leashes" rule by making them "wild" without collars and therefore not technically pets.
2.) Despite wearing no clothes anywhere that counts, removing the collar makes Grape feel naked (which goes on to be a running joke in the comic).
