I remember the Animation Renaissance of the 1990's (which actually started in the late 80's before I was born). That all came to a screeching halt in 2000. It started after the 1999 Kids Choice Awards ("...and then along came a sponge.") Now I would say we're in the Age of Suck, where nearly all children's cartoons suck and gimmicky cash cows are exploited to no end. There is no greater example than what Cartoon Network became. Let's face it: it is a wreck. I see a lot of humor in a Housepets! TV series. I do think it would have great potential. I also can see it as an anime. It would probably be one of those few things that would "defy a genre."
