Here's the mural in its proper location. It was commissioned in 1936 as decoration for a (at the time) new building, which had finished construction towards the end of the previous year.

Well, I suppose maybe I've been a bit too oblique, but I also don't want to be too obvious either... still, I'll try to be better.

Building on our previous hints and expanding our viewpoint...

At the heart of the National Archives Building is this rotunda, here in full panoramic view. The two murals on either side are by Francis Barrett Faulkner and depict imagined versions of the signing of the two most important documents of the United States - the Declaration of Independence and the Constitution. Those documents, along with the Bill of Rights, are housed within.

Okay, I'll give it a try.
According to Wikipedia, this has happened on 28 September 1787: The newly completed United States Constitution is voted on by the U.S. Congress to be sent to the state legislatures for approval.

Ding! Hooray!

After the Constitutional Convention approved and signed it on September 17, 1787, it was sent to the US Congress, at the time the only branch of the federal government as per the Articles of Confederation, the governing document of the time (it was also different from the Constitutional Congress, having only one house). 11 days later, they officially approved it and submitted it to the states. That was the event I was looking for.

Well, unless I'm greatly mistaken, the guy on the right is Winston Churchill... which means you're probably asking for the guy on the left.

Can't say I recognize him at a glance, but it does give a pretty good timeframe for him.

with some google magic (typing "Winston Churchill and " and cycling through letters til I got a suggested result that looked right) the second guy is Charlie Chaplin.

so something on October 15 that has to do with either Winston Churchill or Charlie Chaplin

Edit: sort of both, since it's about something involving Churchill). The Great Dictator was released today.

Well, uh... according to the image file name, that's Emperor Taizong of the Tang Dynasty. Looking at people associated with him finds Wu Zetian (his former concubine), who, on October 16, 690, proclaimed herself Emperor of China.

Are we looking for Reims, France, where Louis XIII was coronated on October 17th, 1610? There's a statue of him on a horse on the Hotel de Ville (town hall) there.

While we are talking about a European monarch and there is a statue of said monarch on a horse at the location I'm looking for, it's not Louis XIII, and thus not Reims.

Aha. 1660, October 17. Nine of the men who signed Charles I's death warrant are hanged, drawn and quartered in Charing Cross. Today there's a statue of Charles I in Charing Cross.

First I thought it's the release of Star Trek IV: The Voyage Home but that has been on November 26, 1986...

So I assume you mean something a tad older and I guess it's the first publishing of Moby-Dick in 1851 or The Whale as it was called at that time.

Hmm, well I could tell from the first photo that it was something diplomatic from probably 40s-60s, but couldn't tell what in particular.

But the second photo means it has to be something from the end of the German occupation after WWII, given the countries involved. Looking through those events, I find that the signing of the Paris Agreements was on October 23, 1954, which lifted most of the occupation restrictions and entered West Germany into NATO. Should have recognized Adenauer, now that I think of it.

in 1936 the San Francisco–Oakland Bay Bridge opened, connecting San Francisco to Oakland Bay. It's one of the longest bridges in the US and currently holds the Guinness World Record for the widest bridge.

It's August Ferdinand Möbius's 225th birthday today! He was a German mathematician and astronomer known mostly for discovering the concept of the Mobius strip, a shape with only one side when placed in a 3D Euclidean space.
