This was posted long ago and I'm willing to bet no one really cares now. But here's the translation!
Sorry I'm not that good at translating, so this may sound a little awkward.

Panel 1
There are many people in the park because there is a special event happening today. The fact that we are here must mean this is very important.

But... there was a very annoying human in here...

Panel 2
These people arrived at 6 o'clock and are just sitting there. They must have nothing to do.

It looks like it must be some kind of anti-smoking campaign. Yellow hood and no smoking sign... probably a no-smoking project

Panel 3
?!! Pop (Sound effect)

Panel 4
They're burning! They're burning with the cigarettes! These punks hid their no-smoking sign as soon as they began smoking! What is this!? You punks!!!!
