His power was taken. Due to his mentality as a "tool" to be used, he is useless without powers. The stray part is in his head, he feels like if he can not be of use to his master, he may as well go back to not living with him, i.e. a stray. So yeah, Iudex has lost purpose as a living being, I suppose is the gist of it.
