Yeesh. I spent most of last Saturday at a shelter -- well, not me personally, of course (there isn't a lot of call for my kind) but we brought home a cute little 9-month-old puppy.

It may be that Steve has been adopted, and in his mind, when thinking of himself, he still sees himself at the shelter. He was in their a long time, and his imagination has more memory of that than any new home. If you notice, the 2nd panel is most definitely of his cot at the shelter, but it is not quite so clear if the 4th panel is the same cot or a bed that has similar bedding.

You know, reading that summary makes me think like a rules lawyer, and that reminds me of this scene in "But I'm a Cat Person". The Beings have to fight once they enter the arena, but these two masters have figured out a loophole.
