Well, I wasn't sure if it was a slang, noun, adjective, an abreviation, etc. since I have never seen this word before. It almost always refers to a narcotics officer, but you do occasionally see it used to refer to other "vice squad" types, undercover policemen, etc... that's kind of unusual, though.
NOT THAT A ONE-ARMED HUMANOID WOLF RUNNING A JUNK SHOP IN HIS GARAGE IS UNUSUAL. Ahem.
Now that I think of it, he could be using it to refer to a person who is the habit of "narcing", or reporting suspicious activity among acquaintances to the authorities, rather than an undercover officer.

This particular "random person" was rather well put together! In fact I would be so bold to say that this character is probably one of the best drawings of a human by Rick so far in this comic.
