Okay, let's recap:
Joel/King is sad. (What's new?)

Pete is forfeiting in a year, unless he wins, and the "Hey! Hey! Hey!" mens he was actually Fat Albet all along, which is the best!

Jesus loves me. (That's neat! But I already knew it.)

Peanut used Waldo as meat shield (see a few posts ago), and the latter is currently reaching critical condition due to the medics not being able to figure out in what part of the ER he is hiding.

But the worst part, the REALLY worst part, is this exchange:

-Keene Milton: There you are! Where is the wedding cake!
-Italian baker: It's a..... not here.
-Keene Milton: What?! I specifically told you to have it ready for today! Why isn't it here!
-Italian baker: Because.... IT'S A LIE!

has anyone noticed that Pete says "when", not "if", and does so with emphasis?

Well, yes. As I said, I think Pete will forfeit whether he has the upper hand or not. He is just HOPING to gain the upper hand so he can have a bargaining chip for leverage in discussions with Dragon over possible new terms of surrender.

I don't think that makes a difference. Maybe he said "when" because he already knows that King will choose to remain as a dog (considering he is omniscient), and there's no need to say that King has no need to contact with Pete if he choose to be human, since he will return to his previous form at the moment when Pete renounces.

Yeah based on feats shown in the comic itself the Nerds are at best Nigh/Semi-Omniscient, at least in universes they didn't create, I would argue they like are in ones they have. You could point out that basically every plan of Pete's had either outright failed or backfired on him (seriously I don't think any plan hes tried as worked other then maybe this newest one) as a reason as well.

Edit: I must point out though its also really hard (likely impossible really) to write an actual Omniscient character, and have them be a regular character in the story.

Or maybe he can't use his powers against other super-beings (and that's a common rule for every god-like creatures and that's why they have to solve their problems in court XD).

Seventh Panel it says they can but they didn't because basically there are so many to pick from already.

@IceKitsune: There is that akward moment where I actually realize that I've become an irredemeable Housepets! fan due to remembering Pete's statement nearly word for word (though, regarding that hinting that they have the actual capacity to create life: I'll believe it when I see it, and I DO NOT want to see it happening, ever).
The cosmic nerds remind me a lot of myself, due to (aside from being evil, not very caring about other beings, snarky, and idiotic to no end) preferring to use what they already have, instead of making up new stuff.
Why using the imagination-land stargate vortex I'm constructing to create new realities, when I can just use it to access already "existing" imaginary worlds and conquer them?

I mean, um, errrr, Pete is crazy! Or whatever.

The Luteces said that all the universes are already there, interconnected by constants and variables. It would only make sense that that would apply to the HP! universe. Keeps ol' Petey here from getting too powerful. ;)

Pete invades his body and can intervene at any time he chooses. King has to share a body with his nemesis. Not a good deal for King.

Tarot is the avatar of another player, Dragon. She sometimes becomes controlled by Dragon, and you can usually tell by her eyes turning green. For Tarot, Dragon's presence is more of a benign one, and offers many unusual but helpful effects (namely mental projection (virtual reality), prediction, and a sharp instinct for disaster). Plus, Dragon doesn't often intervene with Tarot, which is a luxury that King will probably not get.
