Well done, Whozjama! It is indeed!
Victor Hugo wrote both "The Hunchback of Notre Dame" and "Les Miserables" among many other notable works. That child is Cosette and she's featured on pretty much every modern Les Miserables logo.

Yup. Next hint would have been a statue of the man himself.
Nice to see someone else who knows their musicals.
You get to pick the next challenge, Whozjama!

"Storm of the Century" in Quebec in March 1971 dumped 17-18 inches of snow in one day, a record not broken until 2012?

Re: What's today?
Oooh, is that Ratty from Wind In The Willows? If so, I'm guessing it's either the date the story was first published, or the birthday of the original author.
One quick Google search should soon reveal which...one moment...
...yep, here we go. Kenneth Grahame, author of Wind In The Willows, born March 8th 1859.
Too easy.

I should have known better than to try to stump a British person with Wind in the Willows.
Nailed it, Thom!
Fun fact: Ratty is actually a water vole and not a rat at all.

Yeah I know he's actually a water vole and not a water rat. I've watched my fair share of nature programs over the years. Rats CAN swim if they need to, though.

Hmmm... aside from the founding of the Fulda monastery in 744 I found this:
1994 – The Church of England ordains its first female priests.
(and I'll pick the 1994 event...)

So, today (13.03.) I'm looking for an OBJECT. Is this the first object we look for? Maybe...
This guy has something to do with it.

It's not quite the 24th of March, but I'm only 1.5 hours away.
Here's a THING.
Guess an event! This one's a little tricky.

Re: What's today?
Well we don't want it to be too easy, now, do we?
Martin Cooper, who publicly demonstrated the first ever publicized handheld mobile phone on April 4th 1973, built said phone just a few days earlier on March 27th?
This is just an educated shot in the dark...can't be his birthday coz that's way back in December...the demostration is a much closer date...it would make sense if he only just built the first working prototype. I can't seem to find any specific date of when he officially created the thing, though.
