They're two different people. That's completely separate from sockpuppeting.

That's why the rule doesn't apply. But Typhon said that he didn't know of a rule where one person could have two accounts, and I showed him the rule. Only in the circumstance that she owned both accounts would it apply.

How would one distinguish between sockpuppeting and having siblings?

Nuh, I am quite experienced in doing multiple accounts and letting them have conversations. If someone is at least a little smart, he wont act that way
