It's like in Larry Niven's story "What Good is a Glass Dagger?" - a thief gets a charm to hide him from a wizard's magic, so the wizard forsees the blank region the charm causes, and scans back to look for the footprints the thief's going to leave. Because you should count the wolves out of the 'main cast', whatever this implies.
'Snuggles' is also an euphemism used for more intimate activities, and it would take a lot of denial to think that Fido and Sabrina, King and Bailey, are living a platonic relationship. Or that they are not of the age to conceive.
Tarot a teenager? Doubtfully.
And so Ralph, Kevin and the other K9U, as the police forces wouldn't use the equivalent of teenagers for a responsibility job.

Well, also remember that the difference between 14 and 18 is not very large, and if you're aging at 3.5 years maturity-wise per actual year (as we have decided the pets are), it wouldn't be long before even Peanut was at adult age. I remember asking about that. We've seen Fox's mother, and she had the same fur pattern as Bailey. Meh, I think you're overthinking the whole thing. To my knowledge, age was never something that really matters in this comic.
