And this would be why the Choco Surprise eggs I mentioned would be legal, the egg doesn't cover the capsule all the way, there is a crack in between the two halves.
Now if only I could get those at any gas station in the middle of summer as I did in Canada. I also think the toys in a Kinder Egg are much better than the ones in Choco Surprise, as those are meant for smaller children. They do have super hero versions though, I should look into where to get one.
