Yes, though the odds of getting it are the same. Difference is that it'll be the only one you get a chance of getting without breeding. Odds stand at 1/8192. The right breeding method might reduce that to around 1/3000-ish. Recent games have other ways of increasing your odds now.

You know the old man in Gen 1 games who teaches you how to catch a Pokemon? Saw a screenshot of the Weedle he encountered was a shiny.

Uh... not really?

The generation of pokemon games is not determined by the area the game takes place in or what it was remade from, it's determined by when the game was made. Pokemon Fire Red and Leaf Green are Gen 3. Therefor, there are shiny pokemon.

Yes, they were modeled after the Gen 1 games, but that doesn't make them any more Gen 1 than Ruby and Sapphire. Much the same way the Gen 6 remakes of Ruby and Sapphire are not Gen 3.
