I suspect that the problem there is that the comic is centered on the pets as protagonists. Ergo, if Rick wants to bring in humans as major characters, he either needs to change that - which I hope he doesn’t want to - or they either need to be (1) turned into pets (that sounds familiar for some reason...) or (2) to be antagonists.
We already have plenty of “good†humans in the comic - the Sandwiches, Jeff, Ryan, Bill, and Jerry - as well as several whom we haven’t seen enough of to tell much, such as “Rex’s Dad†and “Daisy’s Momâ€. Mr Milton seems to have been pretty decent too, although he may not count since he died without ever appearing in the strip.
Bill was a minor foil to the wolves for a couple of strips, but certainly seems - like most of the pet owners - decent enough otherwise. Joel was a bit debatable, but most of what we’ve seen of him shows a well-meaning fellow who’s depressive, traumatized, and easily led - not a villain.
For “villainous†humans we’ve had Sasha’s negligent owner and the overweight (and more than a bit crazy) PETA guy Now we have a pair who really want money and apparently (at least for one of them, although it’s vaguely possible that he was reluctant to foreclose on orphanages and was actually complaining about the fact that he was forced to do so) have relatively few scruples about getting it.
That’s not exactly epic villainy or all the humans in the strip being villains. It’s just a consequence of this being a strip about the pets.
